After putting on my daily moisturizer and letting it dry, I apply this over the top and let it set before applying the rest of my makeup. Since it dries to a powder finish, there is no sticky residue or anything visible left behind. It's the same stuff in all those expensive makeup bases (dimethicone), only cheaper because of it's intended use. I don't wear foundation, but you would put it on over top of this. My blush lasts all day now instead of fading away after an hour or so.
